8. CAR – Jean-Bedel Bokassa
1966 to 1976 was the President, and from 1976 to 1979 – the emperor of the Central African Empire, virtually dictator. Brutal tortures, arrests, shooting of school children protesting against the uniform and finally cannibalism have forced France to overthrow the monarch from the throne. He escaped to France, and later returned to his homeland, where he was convicted.
